(…) Democracy, the rule of law, the welfare state, the legal and supra-legal provisions, safeguard, in theory, an institutional environment, in which (always in theory) phenomena, such as racism and xenophobia should not be tolerated and migrants’ condition should be guaranteed. Of course, the regulatory intervention of the State does not always have the same intensity and the horizontal effect of the relevant rights only partially corresponds to the protection needs of the members of minority groups against private intolerant tendencies. At this point, the main problem arises: moving from theory to practice is not only a responsibility of the State, but also an obligation of all members. (…)
